The GAO's review found that the DoD doesn't have a clear standard regarding what types of incidents need to be reported to its central databases, and that the tools available for creating certain types of assault reports can vary. This is particularly true for civilian DoD employees, who -- unlike military members -- are not guaranteed support services after an assault and whose reports are not tracked consistently. For example, the report noted , last summer the DoD issued guidance directing services to establish anti-harassment programs, but did not say specifically how such programs should be structured. Equal Employment Opportunity Commission guidance for model anti-harassment programs," the report said. Those gaps make it difficult to get a true picture of how many civilian employees have experienced or perpetrated sexual harassment or assault -- or what actions were taken after reports.
What is considered sexual harassment at work? And how does it differ from non-sexual harassment? Sexual harassment in the workplace is a form of discrimination that includes any uninvited comments, conduct, or behavior regarding sex, gender, or sexual orientation.
This type of harassment occurs when one employee makes unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature towards another employee, and when submission to or rejection of this conduct explicitly or implicitly affects an individual's employment, unreasonably interferes with an individual's work performance or creates an intimidating, hostile or offensive work environment. Sexual harassment, even in simple forms such as sharing pornographic material via email or calling a coworker "dear" can cause significant tension and uneasiness among coworkers in the workplace. This is because, regardless of the nature of the harassment, it creates a situation that a coworker—with discomfort—must address. Sexual harassment can occur in a variety of situations.
